About Rita

Rita was appointed to a Board of Supervisors vacancy and sworn in on Friday, January 27, 2023. Rita is originally from Kansas City and moved to Iowa in 1986 to attend Grinnell College where she received a Bachelor of Arts with a focus in Sociology. Rita received a Master’s degree from the University of Iowa and was a Graduate Opportunity Fellow for academic performance and practice experience. She began building her financial advising practice in 1998, held licenses in 6 states in addition to holding a Series 24, and received several financial achievement recognition awards.

Before her appointment to the Scott County Board of Supervisors, Rita served two terms on the Davenport City Council and was the initial creative force behind the Davenport DREAM Project. In her professional career, Rita has nearly three decades of experience as a trusted financial advisor. Rita has continued to use her wealth of financial and economic experience to be a steady and conservative hand overseeing our tax dollars.

Beyond her time on the Davenport City Council, Rita has a rich history of service in our community. She served 6 years as a Volunteer-in-Police Service (VIPS) in the Davenport Police Department crime prevention unit, manages the East Bluff Community Garden, is the Treasurer for the East Bluff Neighborhood Association 501(c)(3), and serves on several other boards: Davenport Sister Cities, QC Rejuvenate Housing, Nahant Marsh, and River Action. For the County, she was appointed to the Urban County Coalition, REAP, and serves as an alternate for the Mississippi Valley Workforce Development Board. Rita is also a member of North Scott Rotary and Davenport Kiwanis.

A RESPONSIBLE BALANCED BUDGET

The most important duty of the Board is to manage the county budget while being honest and transparent
stewards of taxpayers’ dollars. Rita Rawson built her entire career as a trusted advisor overseeing financial portfolios. She understands firsthand just how important the decisions made with tax dollars are.

HOLDING THE LINE ON TAXES

Whether good times or bad, Rita believes it is critical for the county to act as she has advised so many individuals: live within your means. That means finding ways to deliver the essential county services that citizens depend on without plunging into debt or raising taxes.

Rita will support our local law enforcement officers and ensure they have the resources needed to hold crime down and keep our families safe.

Why Rita Rawson for the Board of Supervisors?

  • Rita retired from her financial career and is committed to the County Supervisor position as a full-time job.

  • Rita voted to hold the line on the County urban tax levy in the 2024 and 2025 budgets and voted to DECREASE the rural levy in the 2025 budget. As the County continues to operate on a pay-as-you-go system, Rita will continue to find ways to increase efficiencies and provide more savings to the citizens of Scott County, without accruing debt. Scott County continues to have one of the lowest urban and tax levies in the state.

  • Rita’s other accomplishments as Supervisor include shepherding the seamless merger of Medic EMS into Scott County, appropriating ARPA funds for the highest impact to the County, weighing in on the opioid funds which the County will receive annually until 2039, and approving a balanced budget.

  • Rita is well-known for making decisions based on facts and data without comprising the process with emotion or special interests. She regularly seeks input and ideas from all concerned, works as a team player, understands difficult decisions must be made and is willing to go that extra mile, and believes she answers first to the citizens of Scott County.

  • Rita fully embraces the philosophy which the County operates under and is systemically applied throughout each department: Professionalism, Responsiveness, Involvement, Dedication and Excellence.

  • Having owned and operated a small business for decades, Rita understands the need for economic development initiatives for small business, expansion of existing business with competitive jobs, while still protecting our rich agricultural land as a component of the County’s land stewardship.

  • Rita will continue to support a safer, healthy, and vibrant community by investing in our parks and recreational facilities; supporting our safety personnel and making sure systems are efficient and fair for adults and juveniles; supporting comprehensive and accessible mental health services; and ensuring Scott County employees are recognized for their continued excellent service.
